1. Identify consulting teams with capability to do the following:
   1. Prepare a consultant-led economic impact study for the ION Stage 2 expansion from Fairway Station to Downtown Cambridge.
      1. Quantify and explain the incremental economic value of extending ION light-rail to Cambridge, including the broader effects on development, housing, business activity, investment attraction, municipal fiscal outcomes, and inclusive growth.
      2. Assess the multiplier effect of permanent light-rail transit investment, including impacts on development value, residential units, affordable housing potential, assessment growth, tax-base growth, employment access, business investment, mode shift, emissions, and household transportation costs.
      3. Evaluate benefits at multiple study-area scales and identify how the work could be adjusted, phased, or reduced for budget purposes without compromising the overall analysis.

Develop clear outputs suitable for Committee and Council, including a technical report, executive summary, key-indicator dashboard, presentation materials, and a concise public-facing summary.
