The Regional Municipality of Waterloo (the “Region”), which operates Grand River Transit (“GRT”), wishes to engage the services of a transportation / transit consulting firm (the “Consultant”) to develop GRT’s Business Plan for 2025 to the end of 2030. The 2025-2030 GRT Business Plan must operationalize GRT’s role in achieving the Region’s commitment to community climate action, and align GRT services, policies, and programs to the Region’s Strategic Plan.
 

The Consultant will be responsible for the following major tasks:
1. Identifying ridership growth targets;
2. Engagement and synthesis of local transit priorities;
3. Assessing route / service opportunities;
4. Developing a 2030 Preferred Transit Network and associated annual Service Improvement Plan (i.e., annual Transit Services and Programs Plan and Budget Packages);
5. Developing an overnight service plan;
6. Determining feasible fleet options to achieve annual Transit Services and Programs Plan Budget Packages and the 2030 Preferred Transit Network;
7. Determining infrastructure needs to support annual Transit Services and Programs Plans, and the 2030 Preferred Transit Network;
8. Assessing fare structures, programs, pricing, and transit-supportive programming to prepare a fares strategy;
9. Developing a financial model, long-range forecast, and performance monitoring plan; and
10. Preparing the final 2025-2030 GRT Business Plan.
