The Regional Municipality of Waterloo (the “Region”) wishes to engage the services of a consulting architectural firm(s) (the “Consultant”) to support the Charles Street Terminal Visioning process. The architectural designer (and associated sub-disciplines) will work closely with the Working Group to analyse and evaluate the development potential of the lands located at 15 Charles Street West, Kitchener as a mixed-use redevelopment site for the benefit of the community. Analysis will include a review of site context, including existing policy and regulatory framework, and the four (4) guiding principles of the visioning process, along with the developed urban design principles and context mapping developed by the Working Group for this site. The architectural design consultant will build off of the feedback gained from community through the first three (3) phases of consultation and engagement to prepare a series of schematic massing models, including functional building layouts, along with comprehensive design analysis of the site in order to inform discussions in community, with City staff, and the Working Group, on optimal land use for the site. This work will inform the financial modelling being completed for the site as part of the visioning process, and ultimately establish a series of design development parameters to be included in the Request for Proposals. |
